Ruská federace a její vztahy s EU

Abstract

Cílem této diplomové práce je charakterizovat postavení Ruska ve světové ekonomice a mezinárodně politických vztazích a také charakterizovat úroveň a formu vzájemných vztahů Ruska a Evropské unie.

V diplomové práci je také formulována tato hypotéza: Evropská unie je strategickým partnerem Ruské federace, co se týče obchodních vztahů.

Diplomová práce je rozdělena do pěti hlavních kapitol, přičemž první kapitola je úvod a pátá kapitola závěr diplomové práce.

Druhá kapitola se zabývá ekonomickým vývojem od vzniku samostatného Ruska po současnost. Pojednává o problematické situaci za Jelcinovy vlády a jeho dramatických reformách. Dále o situaci za prezidenta Putina, která znamenala pro Rusko období značného hospodářského růstu a také problémů ruské ekonomiky. Dále je zaměřena na ruskou ekonomiku v době globální hospodářské krize, kdy Rusko do krize vstoupilo, jak to ovlivnilo jeho makroekonomické ukazatele a jaké zvolila ruská vláda protikrizová opatření. Součástí kapitoly je také postavení Ruska v rámci světové ekonomiky v komparaci s Evropskou unií, Japonskem a USA.

Třetí kapitola se soustřeďuje na zapojení Ruska v rámci mezinárodních organizací. Poukazuje na důležitost členství v některých z nich a na pozici v rámci světové ekonomiky a mezinárodně politických vztahů, které Rusku umožňují. Poukazuje také na zainteresovanost Ruska v těchto organizacích a jeho pozici vůči ostatním členským zemím.

Čtvrtá kapitola je orientovaná na Rusko-evropské obchodní a politické vztahy. Je zde popsán právní základ pro rusko-evropskou spolupráci, na níž se zakládá zahraniční obchod a energetická politika Ruska a Evropskou unie. Tato spolupráce v těchto dvou oblastech je stěžejním tématem čtvrté kapitoly. V neposlední řadě je zde popsáno postavení Kaliningradu v rámci Evropy.

The aim of this thesis is to characterize Russia's position in the global economy and internationally political relationships and also to characterize a level and a form of the relations between Russia and the European Union. In the thesis there is also formulated the following hypothesis: The European Union is a strategic partner of the Russian Federation with regards to trade relations.

The thesis is divided into five main chapters where the first chapter is an introduction and the fifth chapter is the end of the thesis.

The second chapter is concerned with an economic development since the establishment of an independent Russia to the present. It deals with the difficult situation during the Yeltsin government and its dramatic reforms. Then it discusses a period under President Putin which meant for Russia the period of considerable economic growth but also problems of the Russian economy. Further the chapter is focused on the Russian economy during the global economic crisis, when Russia joined the crisis, how it affected its macroeconomic indicators and what anti-crisis measures the Russian government has chosen. A part of the chapter is also Russia's position in the global economy in comparison with the European Union, Japan and the USA.

The third chapter focuses on Russia's involvement within international organizations. It points to the importance of the membership in some of them and to the position within the global economy and internationally political relations these memberships allow to Russia. Also it points to Russia's involvement in these organizations and its position towards the other member countries.

The fourth chapter is focused on Russian-European trade and political relations. There is described the legal basis for Russian-European cooperation on which is based foreign trade and energy policy of Russia and the European Union. The cooperation in these two areas is the key theme of the fourth chapter. Last but not least there is described the status of Kaliningrad within Europe.
