Rodinná politika v podmínkách České republiky

Abstract

Cílem bakalářské práce na téma Rodinná politika v podmínkách České republiky je analýza rodinné politiky včetně zhodnocení vzájemných vazeb mezi populačním vývojem a rodinnou politikou. Vzhledem k demografickému vývoji a jeho prognózám se v mé práci věnuji problematice podpory rodin ze strany státu, zejména vlivu vládních opatření v rámci rodinné politiky na růst porodnosti. Vývoj sleduji na ukazateli úhrnné plodnosti. Druhá kapitola je věnována ryze teoretickému vymezení rodinné politiky, jejím funkcím, základním pojmům, postavení rodiny ve společnosti a systémovým přístupům k rodinné politice. Třetí kapitola je věnována analýze vazeb mezi populačním vývojem a nástroji rodinné politiky od počátku 20. století do současné podoby. Z analýzy vyplývá, že mnohem větší přínos pro rodiny v rámci rodinné politiky je skrze nefinanční nástroje, přestože finanční podpora je rodinami v jejich rozpočtu vítanou. Za velmi problematickou oblast se jeví formy a nedostatečná nabídka pracovních míst v podobě alternativních úvazků a nedostatečná kapacita mateřských škol vzhledem ke sloučení pracovních a rodinných rolí žen/matek. Čtvrtá kapitola je věnována budoucnosti rodinné politiky, návrhům a doporučením v této oblasti. V této kapitole jsem uvedla své návrhy a doporučení, z nichž vyplývá, že podpora rodiny v rámci rodinné politiky by se měla ubírat zejména směrem slaďování rodinných a pracovních rolí, neboť tuto oblast podpory rodiny považuji za jeden z hlavních stavebních kamenů rodinné politiky.

The aim of this bachelor´s thesis, Family Policy in terms of the Czech Republic, is to analyse the family policy and to evaluate relations between the population development and the family policy. Considering the demographic development and its prognosis I focused this work on the issue of the state´s family support, especially on the influence of the governmental measures within the family policy supporting the natality growth. I followed the development of the indicator of the total fertility. The second chapter is devoted to purely theoretical definition of the family policy and its functions, basic terms, the social status of the family and also the system approach to the family policy. The third chapter is devoted to analyzing the links between the population development and the family policy instruments since the beginning of the 20th century to the the present. The analysis suggests that bigger benefits for families go from the non-financial instruments, despite the financial support is very popular among families. The problematic areas are the form and the insufficient labour offer of the alternative part-time jobs, and also the insufficient capacity of kindergartens, when comparing with the combination of personal and professional roles of women/mothers. The fourth chapter is devoted to the future of the family policy, suggestions and recommendations in this area In this chapter, I have introduced my suggestions and recommendations, which imply, that family support set on family politics should aim especially to coordination of the family and work roles, as I consider this area of the support as the one of the most important foundation stones of the family policy.
