Tvorba územního plánu obce jako právního předpisu

Abstract

Územní plán je důležitý pro rozhodování o území. Stanovuje základní koncepci rozvoje území obce, chrání jeho hodnoty, jeho plošné a prostorové uspořádání aj. Bakalářská práce je zaměřena na tvorbu územního plánu obce, což je proces složitý a časově náročný. Tato problematika se týká celého území státu i jednotlivých obcí. Cílem této práce je zjištění celého postupu tvorby územního plánu obce a navržení možných opatření pro proces tvorby tohoto právního předpisu. Práce je rozdělena do tři hlavních kapitol. V první kapitole jsou charakterizovány základní pojmy a to správní právo, veřejná správa, územní plánování, územní plán a další pojmy. Ve druhé kapitole je charakterizována obec Dolní Lutyně. Třetí kapitola obsahuje informace o územním plánu Dolní Lutyně, jeho obsahu a procesu tvorby.

The territorial plan is very important for decisions about the territory because it sets the basic conception of village territory expansion, safeguards its worths and organization of surface and area etc. This Bachelor thesis is focused on creation of village territorial plan. The creation is very complicated and time-demanding process. Creation issues of territorial plan refers to the whole state territory including individual villages. The aim of the Bachelor thesis is to find out the whole creation process of village territorial plan and to propose the potential precautions for this legislative. The Bachelor thesis is devided into three main chapters. In the first chapter there is a characterization of the basic concepts like administrative law, public administration, territorial planning etc. The second chapter characterizes the village Dolní Lutyně. The last chapter contains information about the territorial plan of the village Dolní Lutyně and its content and creation process.
