Státní sociální podpora se zaměřením na pomoc rodinám s dětmi v Ostravě

Abstract

Cílem práce je zjištění spokojenosti se systémem státní sociální podpory, reakcí na změny v systému SSP a případná doporučení na tyto změny, která by byla možné realizovat. Metody použité pro zpracování diplomové práce jsou, jak primární, tak sekundární. V teoretické části jsou použity zejména primární metody, neboli specializovaná literatura, právní předpisy, aj. V praktické části jsem vycházela zejména z údajů Úřadů práce v Ostravě, z dat Českého statistického úřadu a pro způsob sběru dat jsem zvolila metodu elektronického dotazování formou dotazníku. Práce se dělí na 4 kapitoly. V první kapitole se nachází vymezení právní úpravy státní sociální podpory, základní pojmy pro lepší pochopení problematiky a také jednotlivé dávky. Následující kapitola je zaměřena na město Ostrava. Obsahuje údaje důležité pro tuto problematiku, jako například celkové dávky za roky 2008 – 2010 a počet dávek poskytovaných za tyto roky. V neposlední řadě se zde nachází metodika výzkumu, tedy i dotazník na zjištění spokojenosti a reakcí na změny státní sociální podpory obyvatel města. Poslední kapitola již přináší vyhodnocení dotazníku, tedy uvádí názory a reakce respondentů. Je zde zjištěno, že lidé nejsou spokojeni se změnami a domnívají se, že by stát měl snižovat deficit státního rozpočetu jinde, než právě na rodinách s dětmi.

The objective of this thesis is to sound out the satisfaction with the system of state social support, to find reactions on changes in SSS and potential recommendations addicted to this changes, which are possible to realize. Methods used in this diploma thesis are primary an also secondarily. In the theoretic part are especially used primary methods, or specialized literature, legal directives and other. In the practical part I came out especially from dates from the Labor office in Ostrava, from dates of Czech statistic bureau and I chose the technic of electronic polling by using questionnaire. Thesis consists from 4 chapters. In first chapter there is definition of legal form of state social support, basic terms for better understanding of the problem and also allowances. The next chapter is focused on city Ostrava. It includes important dates for this problem, as for example total allowance for years 2008 – 2010 and number of allowance in those two years. At least is here the method of research, even the questionnaire to find out the satisfaction and reactions from the city citizens on changes of state social support. The last chapter brings the results of questionnaire, it brings the respondent`s point of view and reactions. The result is that the people are not satisfied with changes and they think that the state has to decrease the deficit of state budget otherwise than on families with children.
