Financování reprodukce majetku obce v oblasti školství

Abstract

Cílem diplomové práce je zhodnotit hospodaření obce Štítná nad Vláří v letech 2005 až 2009 a navrhnout varianty financování plánované rekonstrukce mateřské školy. Diplomová práce je rozdělena do dvou částí, a to teoretické a praktické. Teoretická část je zaměřena na charakteristiku základních zásad a pravidel hospodaření obce. V této kapitole je pozornost věnována organizacím územních samosprávných celků, zvláště příspěvkových organizací obcí a financování předškolního vzdělávání v České republice. Praktická část charakterizuje obec Štítná nad Vláří, její historii a současnost. Dále pak uvádí vývoj hospodaření obce v letech 2006 až 2010 a rozpočtovému výhledu na období 2012 až 2016, také je provedena analýza hospodaření mateřské školy Štítná nad Vláří. Závěrečná část práce popisuje projekt rekonstrukce mateřské školy a především se zabývá možnými zdroji financování této investiční akce s ohledem na ekonomické možnosti obce.

The thesis aims to evaluate the management of the municipality Štítná nad Vláří from 2005 to 2009 and to propose options for financing the planned reconstruction of the kindergarten. The thesis is divided into two parts, theoretical and practical. The theoretical part focuses on the characteristics of the basic principles and rules of management of the municipality. In this chapter attention is paid to local government organizations, especially municipal semi-budgetary organizations and financing of preschool education in the Czech Republic. The practical part describes the municipality Štítná nad Vláří, its history and present. Furthermore, it shows the development of management in the years 2006 to 2010 and the multi-year budget for the period 2012-2016, also contains an analysis of the management of kindergarten in Štítné nad Vláří. The final part describes the project of reconstruction of the kindergarten and mainly deals with possible sources of financing of investment projects with regard to the economic opportunities of the municipality.
