Vztahy EU s vybranými africkými zeměmi

Abstract

Cílem této diplomové práce je charakterizovat a zhodnotit dosavadní vývoj a nastínit budoucnost vzájemných vztahů a spolupráce mezi EU a vybranými oblastmi Afriky.

První kapitola „Východiska spolupráce EU s africkými zeměmi a jejich charakteristika“ se zabývá vnějšími vztahy EU a jejím právním základům, vnějším a preferenčním vztahům EU, včetně vztahů se zeměmi ACP, či rozvojové spolupráci a humanitární pomoci. Dále se kapitola věnuje základní charakteristice afrických regionů, integračním předpokladům rozvojových zemí v Africe a samotným integračním seskupením vytvořených v severní a subsaharské Africe.

Druhá kapitola „Vývoj euro – africké spolupráce“ popisuje historický vývoj vzájemné spolupráce daných regionů od vzniku Evropských rozvojových fondů, od uzavření dohod z Yaoundé, Arushi, dohod z Lomé, až po uzavření dohody z Cotonu. Tato kapitola se rovněž zabývá spolupráci EU a regiony subsaharské Afriky na základě summitů a strategií, které tvoří nezbytnou oblast pro efektivní vývoj jejich vzájemných vztahů.

Třetí kapitola „Efekty a budoucnost spolupráce s africkými státy“ je věnována především Dohodám o ekonomickém partnerství ve vztahu k pěti regionům subsaharské Afriky. Dále se kapitola věnuje specifickému vztahu EU s Jihoafrickou republikou, který je podporován pravidelnými summity a uvádí výstupy, kterých bylo doposud dosaženo prostřednictvím Strategického partnerství Afrika – EU

The aim of this thesis is to characterize and assess recent developments, outline the future of relations and cooperation between the EU and selected areas of Africa.

The first chapter "Background of EU cooperation with African countries and their characteristic" deal with relations of the EU and its legal foundations, external and preferential EU relations, including relations with the ACP countries, and development cooperation and humanitarian aid. Chapter also discusses the basic characteristics of African regions, assumptions integration of developing countries in Africa and the actual integration groupings developed in North and sub-Saharan Africa.

The second chapter "Developing euro - African cooperation" describes the historical development of cooperation between the regions since the European Development Fund, the conclusion of Yaoundé, Arusha, Lomé to the conclusion of the Cotonou Agreement. This chapter also deals with cooperation between the EU and sub-Saharan Africa to the summits and strategies that are essential area for effective development of their mutual relations.

The third chapter "Effects of a future cooperation with African states" is devote to the Economic Partnership Agreements in relation to the five regions of sub-Saharan Africa. The chapter is also devote to specific EU relations with South Africa, which is supported by regular summits and provides outputs achieved so far through the Strategic Partnership Africa - EU
