Strukturální fondy EU a jejich využití v rámci obce Rudná pod Pradědem

Abstract

Ve své diplomové práci, jejímž tématem jsou Strukturální fondy EU a jejich využití v rámci obce Rudná pod Pradědem, jsem se snažila co nejlépe obsáhnout problematiku čerpání ze strukturálních fondů, a současně ji prezentovat na příkladu malé obce z okresu Bruntál. Celá první kapitola je věnována tématu strukturální politiky a strukturálních fondů, zejména v souvislosti s Českou republikou, coby příjemcem finančních prostředků z EU. Kromě představení principu strukturální politiky je v této kapitole možno nalézt informace o regionech soudržnosti ČR nebo o základních podmínkách pro možnost čerpání prostředků ze strukturálních fondů. Hlavní pozornost je ovšem věnována třem obdobím, kterými si ČR od roku 1995 až doposud z hlediska strukturální politiky prošla. Následující kapitola je již zaměřena konkrétně na obec Rudnou pod Pradědem a na projekty, které byly v rámci této obce realizovány díky dotacím ze strukturálních fondů. Ve zkratce je zde ovšem také představen region soudržnosti Moravskoslezsko a také okres Bruntál, ve kterém se obec Rudná pod Pradědem nachází. V souvislosti s čerpáním z fondů EU tato kapitola obsahuje postup při podávání žádosti a následné realizaci projektu. Úvodní část poslední kapitoly je věnována vyhodnocení užívání prostředků plynoucích z jednotlivých fondů – Evropský fond regionálního rozvoje, Evropský sociální fond a Fond soudržnosti – na úrovni českých města a obcí. Dále obsahuje zejména výhled z hlediska budoucího vývoje politiky soudržnosti. Poměrná část je věnována opět obci Rudné pod Pradědem a jejím probíhajícím nebo budoucím projektům.

In my thesis, which deals with the topic of the EU Structural Funds and their use in the Rudná pod Pradědem municipality I have tried my best to cover the issue of structural funds, and at the same time to present an example of a small village from district of Bruntál. The entire first chapter is devoted to the topic of structural policy and structural funds, especially in connection with the Czech Republic, as a recipient of EU funds. In addition to introducing the principle of the structural policy you can also find in this charter the information about the cohesion regions of the Czech Republic or about the basic conditions for drawing funds from the Structural Funds. The main attention is paid to the three periods, however, which the Czech Republic in terms of structural policy passed from 1995 until now. The following chapter is focused specifically on municipality Rudna pod Pradědem and projects that were implemented within this municipality thanks to the grants from the Structural Funds. Shortly there is also introduced the cohesion region Moravskoslezsko and Bruntál district where the municipality Rudná pod Pradědem is situated. In connection with the drawing of EU funds, this section contains the grant application procedure and the subsequent implementation of the project. Opening of the last chapter describes the evaluation of the use of funds derived from individual Structural Funds - European Regional Development Fund , European Social Fund, Cohesion Fund - at the level of Czech towns and villages. The next section includes the views from the perspective of future development of cohesion policy. Also part of it deals with the municipality Rudná pod Pradědem, and its current or future projects.
