Abstract
The thesis focuses on the analysis of misdemeanor law within the Association of Municipalities of Vrbensko (Karlova Studánka, Karlovice, Ludvíkov, and Vrbno pod Pradědem) for the period 2019-2024. The objective was to examine the development of offenses against the order in state administration and local government, civil coexistence, public order, and property, to evaluate administrative proceedings, and to identify the rate of recidivism.
The practical part of the thesis is based on statistical data obtained from the GINIS information system used by the Municipal Office in Vrbno pod Pradědem. The trend analysis showed a decrease in the number of offenses in 2020 due to pandemic measures, followed by a subsequent increase. The most frequent offenses involved civil coexistence, often among close persons, leading to frequent dismissals of proceedings due to the lack of victim consent. The Czech Police played a significant role in reporting offenses.
The effectiveness of administrative proceedings is high in terms of decision-making but low in the enforcement of sanctions, as most fines remained unpaid during the observed period. The thesis recommends broader use of alternative sanctions, particularly community service.
Demographic analysis showed a higher proportion of male offenders, with the majority of offenses occurring in Vrbno pod Pradědem. Recidivism was observed in a smaller segment of the population, which, however, generates a significant part of the offense agenda. The results indicate a need for systemic changes and targeted prevention.
