Organizace a činnost Úřadu práce Šumperk

Abstract

Cílem této práce je popsat organizaci a činnost úřadu práce v Šumperku, analyzovat vývoj nezaměstnanosti v okrese, v období 2004 – 2007, a zhodnotit účinnost nástrojů aktivní politiky zaměstnanosti. Druhá část práce je zaměřena na vysvětlení pojmů týkajících se trhu práce, jako je nezaměstnanost, její druhy, způsoby měření a nástroje aktivní politiky zaměstnanosti. Třetí část se zabývá charakteristikou okresu Šumperk. Čtvrtá část popisuje strukturu a činnost Úřadu práce v Šumperku, vývoj nezaměstnanosti v okrese Šumperk a nástroje aktivní politiky zaměstnanosti, použité úřadem práce ve sledovaném období. Výslednou analýzou bylo zjištěno, že míru nezaměstnanosti v okrese Šumperk se podařilo ve sledovaném období snížit. Dále se prokázalo, že mezi nejúčinnější nástroje patřila nově vytvořená pracovní místa v rámci veřejně prospěšných prací a v rámci společensky účelných pracovních míst. Důležitým nástrojem pro snížení míry nezaměstnanosti byly také rekvalifikační kurzy zajišťované úřadem práce a možnosti čerpání finančních prostředků z Evropského sociálního fondu.

The aim of this work is to describe structure and activity of The Employment Office of Šumperk, to analyse labour market´s situation in the area of Šumperk during 2004 to 2007 and to consider the efectiveness of active employment´s policy tools. The second part of the work is focus on explanation of notions dealing with the labour market, as the unemployment, its kinds, and method of measuration and described active employment´s policy tolls . The third part described the area of Šumperk. The fourth part described the structure and activity of The Employment Service of Šumperk a the evolution of unemployment in the area of Šumperk and employment´s policy tools. As a result of the analysis it was found out that the rate of unemployment was successfuly decreased in the focused time, and then it was found out that the most effective tools The Employment Service used were newly created job positions in the area of public community work and establishing new socially purposed positions. The other important tools for decreasing the unemployment rate werw retraining courses organised by The Employment Service and the opportunities to use the financial sources from The European Social Fund.
