Kaskádní efekty v systému kritické infrastruktury

Abstract

Dissertation is focused on problematics of cascading effects in a critical infrastructure system. Dissertation is divided into three related parts. The theoretical part obtains description of critical infrastructure system and description of electricity sub-sector. Analytical part is focused on the analysis of unwanted events and their impacts. Following the issue of the linkage in the critical infrastructure system, the analysis of the dependency of the railway infrastructure on the electricity sub-sector is perform/realize. Further is the analytical part dedicate to the analysis of existing approaches to the assessment the cascade effect and to the analysis of factors influencing the character of the spread and the level of cascade effect intensity. Crucial part of the dissertation is a draft of procedure for assessing the cascading effect in a critical infrastructure system. This procedure of assessing is primarily designed for technical sectors of critical infrastructure systems and consists of nine steps. First is focused on determination of the assessed territory along with selecting the initiatory element, through which further dependent elements within the selected subsystem will be assessed. Based on this information, can be depict a structural map of the cascading effect. Farther involves setting of linkages intensity and resilience level of the selected elements. Subsequently, the level of risk of spreading the cascading effect may be determined. The final step is the assessment of the spread of the cascade effect, by which the critical dependent elements can be identified and prioritized to take security measures.
