Abstract

The bachelor thesis is devoted to the study of public health insurance in the Czech Republic. The thesis focuses on the legislation of public health insurance, the history of public health insurance and types of public health insurance in the world. The thesis also describes the problems of public health insurance in the case of pandemics and epidemics and gives an example related to the recent Covid 19 pandemic. The thesis also includes a description of private health insurance, types of private health insurance, and a comparison of private and public health insurance in the Czech Republic and in the United States. A chapter comparing private and public health insurance also includes the advantages and disadvantages of both types of insurance. In addition, the theoretical part of the thesis provides a perspective on public health insurance in the future and a consideration of whether private health insurance is needed in addition to public health insurance. The main part of the thesis is related to the challenges of payment obligations of public health insurance. The thesis identifies the most common problems associated with the payment of health insurance, describes the ways in which individuals avoid payment obligations, and derives consequences from this unfair or unethical activity. The aim of the thesis is to offer recommendations for improving or preventing the avoidance of public health insurance payment obligations. The solutions presented in the thesis should ensure better sustainability, transparency and fairness of the public health insurance system.
