Zhodnocení členění samosprávy statutárního města Opava

Abstract

Cílem bakalářské práce je zhodnocení dělení působnosti mezi statutárním městem Opava a městskými částmi a následně financování městských částí za období 2014-2018. Zhodnocení působnosti a financování městských částí je provedeno na základě komparativní analýzy. Opava je územně členěným statutárním městem se specifickým typem členění – centrální nečleněná část spravována celoměstskými orgány a 8 městských částí spravovaných vlastními orgány městských částí. Městské části vykonávají pouze samostatnou působnost. Na základě Statutu mají svěřený majetek, se kterým hospodaří a nakládají dle směrnic, předpisů a Statutu, dále mají svěřeny určité oblasti samosprávy, v nichž vykonávají různé činnosti. Rozpočet statutárního města Opava se sestavuje zpravidla vyrovnaný. Zhodnocení financování městských částí bylo realizováno na základě skutečných výdajů v období 2014-2018. Na základě porovnání skutečných výdajů bylo zjištěno, že se výdaje vyvíjí nepravidelně.

The aim of the bachelor's thesis is to evaluate the division of competences between the statutory city of Opava and city districts and subsequently the financing of city districts for the period 2014-2018. The evaluation of the power and financing of city districts is performed on the basis of a comparative analysis. Opava is a territorially divided statutory city with a specific type of division - the central non-divided part administered by city-wide authorities and 8 city districts administered by the own authorities. City districts perform only independent activities. On the basis of the Statute, they have entrusted property. They manage and dispose with it according to directives, regulations and the Statute, and they are also entrusted with certain areas of self-government, in which they perform various activities. The budget of the statutory city of Opava is usually compiled in a balanced manner. The evaluation of the financing of city districts was carried out on the basis of actual expenditures in the period 2014-2018. After the analyse of real expenses it was discovered that the expenses are progressing irregularly.
