Abstract
This thesis addresses the resilience of the Czech energy infrastructure to cognitive warfare
and hybrid influence on human decision-making. It defines critical infrastructure. It uses
strategic scenarios. It analyses the European blackout of 2006 and develops a model blackout
scenario in the Czech transmission system with cognitive escalation. It elaborates a scenario
of influence targeting the Dukovany Nuclear Power Plant, where disinformation triggers
panic without a real threat. The analysis of the Zaporizhzhia Nuclear Power Plant reveals
common mechanisms. Based on the analyses, it proposes measures in three areas, namely
strengthening the cognitive resilience of the population, the resilience of decision-making
processes, and crisis communication.
