Zhodnocení možnosti využití zdrojů EU pro rozvoj veřejných služeb v obcích Zlínského kraje

Abstract

Bachelor thesis deals with the issue of public services development in the municipalities of the Zlín region while using EU resources. The objective of this work is to compare the public services, the drawing of EU resources and projects implemented by the municipalities from 2012 to 2017. The work analyzes the drawing of EU subsidies in two selected municipalities with comparable number of residents during two grant periods. The detailed analysis is based on internal documents from individual municipalities relating to the drawn subsidies. There was done an identification and comparison of (i) public services, (ii) projects costs and (iii) drawing of EU resources in 2007-2013 as well as in 2014-2020. The Vidče village drew 83% of the EU resources on the public service in the first programming period and the village of Prostřední Bečva 73% of the EU resources. In the period 2014 - 2020 both municipalities benefited from EU sources much less because the subsidy period has not yet finished. The projects were mostly implemented through the State Environmental Fund and the Regional Operational Program Central Moravia. The proposed solution provides municipalities with a recommendation on where and from what funds in 2014-2020 the EU subsidies on public services can be increased.
