Abstract
This bachelor thesis deals with active employment policy in the Czech Republic and its comparison with Spain and Sweden from 2000 to 2019. It focuses on a comparison of six active employment policy programs in terms of the share of ALMP expenditure in GDP and the share of program participants in the labor force. According to the OECD database, these programs include public employment services and administration, retraining, sheltered and supported employment and rehabilitation, direct job creation and start-up incentives. The OECD database served as a common source of bachelor thesis data. The active employment policy of selected countries is gradually compared in the form of graphs and tables. The analysis of the data shows that the largest share of funds in gross domestic product is spent by Sweden, followed by Spain and the least by the Czech Republic. Taking into account the unemployment rates to the share of ALMP expenditures, it was found that the Czech Republic and Sweden spend a similar share of ALMP expenditures at the given levels of unemployment rates. Only Spain spends significantly less on ALMPs due to higher unemployment rates. The largest share of participants have work incentives in all selected countries and the smallest direct job creation in Sweden, sheltered and supported jobs in Spain and incentives to start activities in the Czech Republic.
