Abstract
If the school has to play its function and the municipality fulfills its role as the founder, then the relationship between them should be the best. Unfortunately, not everywhere this relationship works well thus in some communities the school rather competes with its founder. Let me state my opinion - most people have no idea about how the relationship school-founder works, therefore the aim of this thesis is to clarify this issue. In this thesis the method of induction is used meaning process from concrete to the abstract, in other words it is the transition from individual facts to general claims. Therefore, on the basis of the legislative principles and facts about the relationship of school - founder I generalize this problem and outline their functioning in practice. First, I generally deal with legal status of the municipality and its characteristics as a local government body, then I focus on the competence of a municipality in the area of preschool and primary education, and finally I consider the particular municipality Dlouhá Loučka as the founder of nursery and primary schools. At the end, I provide with a general overview of how the relationship school-founder should function in a positive meaning and how it works otherwise. The thesis could serve as a guide or manual for people working and making decisions in this field.
