Standardizace výkonu technického dozoru během realizace staveb

Abstract

This diploma thesis is focused on the performance of technical supervision of the builder during the implementation of the construction and the main principles of standardization of the performance of these activities. Within the framework of this thesis, a search of the literature and other available sources related to the topic, which is by its nature highly narrow and relatively new, was carried out. The thesis describes in more detail the scope of activities of technical supervision during the implementation of construction, an overview of the most important legal regulations and the method of contracting used. The control and supervision activities in transport construction, which has its own specifics compared to other fields, including the regulations and procedures used, are described in more detail. The thesis includes a case study from the field of transport construction, in which the author of this thesis performs this position. In it, a real-life example of a construction supervised by the author is used to illustrate the discrepancy between the legal requirements for the performance of the activities of the technical supervision of the builder and the resulting practice. Finally, the findings on the availability and clarity of the basis for the performance of technical supervision of the builder are summarised and evaluated, and the incomprehensibility and incompleteness of its position in the legislation is pointed out. The applicability of some regulations in practice is also analysed. As a result, a set of recommendations is proposed which can contribute to better construction management.
