Porovnání veřejných služeb poskytovaných vybranými obcemi s rozšířenou působností

Abstract

Tématem bakalářské práce je porovnání veřejných služeb poskytovaných vybranými obcemi s rozšířenou působností. Cílem práce je analýza veřejných služeb měst Odry a Hranice, poskytovaných v samostatné a přenesené působnosti za období let 2014-2016 a porovnat vybrané veřejné služby těchto měst. V teoretické části jsou vymezeny pojmy územní samosprávy, samostatné a přenesené působnosti obce a veřejné služby v podmínkách obcí České republiky. Praktická část je zaměřena na výkon státní správy, samosprávy a analýzu veřejných služeb měst Odry a Hranice. V rámci této části jsou popsány orgány města, organizační struktura města a městského úřadu, včetně popisu činností jednotlivých odborů a oddělení úřadu. Rovněž byla vypracována analýza služeb poskytovaných městy v samostatné a přenesené působnosti podle teritoria, způsobu jejich zabezpečování a financování. V poslední části jsou porovnávány vybrané služby poskytované obcí s rozšířenou působností Odry a Hranice za období roku 2017 na úseku dopravy, evidence obyvatel, občanských průkazů, cestovních dokladů a matrik. Na jednotlivých úsecích jsou hodnoceny počty provedených úkonů, počty pracovníků, kteří tyto služby vykonávají a výše vybraných správních poplatků. V práci byla použita metoda komparativní analýzy. Podkladem k vypracování této práce byly převážně závěrečné účty měst Odry a Hranice, legislativní normy, literární prameny a interní zdroje měst.

The topic of the bachelor thesis is a comparison of public services provided by the selected municipalities with extended competence. The objektive of this thesis is the analysis of public services provided by the cities Odry and Hranice, provided in an independent competence and delegated competence of the municipality for the period 2014-2016. The thesis compared the selected public services provided by those cities. Theoretical part of the thesis define the concepts of a territorial self-governing units, an independent and delegated competence of a municipality and the public service in terms of municipalities of the Czech republic. The practical part of the thesis focused on the fulfilment of a state administration, independent competence of a municipality, delegated competence of a municipality and the analysis of public services provided by cities Odry and Hranice. This section of the thesis describe the municipal council, the organizational structure of the city and the municipal office including a description of the activities of departments and divisions for individual sections activities of the municipal office. Practical part also obtain ananalysis of the services provided by cities in an independent competence and delegated competence of the municipality devided according to the territory, method of fulfilment of the services and its financing. The last section of the thesis compare selected services provided by the municipality with extended competence of the city Odry and the city Hranice in period of year 2017. Evaluation consist of selected activities of the office of transport, register of inhabitants, identity cards, travel documents and register office. The individual departments were rating of number of proceded operations, the number of employees of the municipality performing these services and the amount of obtained administrative fees. In the thesis was used method of comparative analysis. The basis for the elaboration of this thesis were mainly the final budget of the cities Odry and Hranice, legislative standards, literary sources and the internal resources of selected cities.
