Organizace a ekonomika voleb do krajského zastupitelstva

Abstract

Bakalářská práce se zabývá organizací a ekonomikou voleb do krajského zastupitelstva, konkrétně pak v podmínkách Olomouckého kraje. Teoretická část je zaměřena na postavení krajů v územní samosprávě, rozbor charakteristiky územní správy, historický význam kraje a obsazování krajských orgánů. Ve druhém úseku teoretické části se práce zabývá problematikou voleb do krajského zastupitelstva od vývoje volebního práva, přes pojem a funkci voleb, principy volebního práva a volební systémy. Praktická část je věnována organizaci a financování krajských voleb v Olomouckém kraji. V této části je popsána příprava organizace krajských voleb a následně je analyzována volební účast v letech 2000, 2004, 2008 a 2012. Poslední kapitola je zakončena rozborem financování, kde jsou vyhodnoceny výdaje na zajištění průběhu krajských voleb v roce 2012.

Bachelor´s thesis follows up the organization and economy of elections to the regional council, specifically then in conditions of the Olomouc Region. The theoretical part is focused on the position of the region in a local government, an analysis of the characteristics of territorial administration, the historical importance of the region and staffing of the regional authorities. The second section of the theoretical part deals with the election issues to the regional council from development of suffrage, through the term and use of election, the principles of the electoral law and electoral systems. The practical part handles with organization and financing of regional elections in the Olomouc Region. This section describes the preparation of the regional organization of elections and includes the analysis of the electoral attendance in years 2000, 2004, 2008 and 2012. The last chapter is concluded by analysis of financing, where the regional electoral process costs in 2012 are evaluated.
