Abstract

This diploma thesis focuses on the extent of implementation and use of eGovernment tools in the Czech Republic and Denmark. Aim of this thesis is to evaluate the basic aspects and tools of eGovernment in the Czech Republic and Denmark, by comparing level of use, accessibility and usability of these tools in both countries. The theoretical part describes the situation in the Czech Republic, with focus on the main development of eGovernment, on each of its tools and also on strategic documents in this area. It also provides essential information about Denmark, information on structural reform of public administrations in Denmark, eGovernment actors, various eGovernment strategies and some of its tools. The practical part of the thesis assesses the extent of implementation of selected eGovernment tools. These tools are divided into four indicators, which also correspond to the priorities set out in the eGovernment Action Plan. It focuses on three life events, namely starting up a business, losing and finding job, studying and other services connected to these. Denmark in most of the indicators scored above the EU average and achieved significantly higher results than the Czech Republic, which scored less than the EU average. The strengths of eGovernment in Denmark are the possibility of using single sign-on (SSO), a large number of specialized portals, higher ability to finish the service online and high level of cooperation with the private sector. The strengths of eGovernment in the Czech Republic are a large number of contact points to interact with public administration (so-called Czech POINT), possibility to use “data box” for communication with public and a high score was achieved in the transparency of public administration.
