Komparace požární ochrany v České republice a Slovenské republice

Abstract

Diplomová práce na téma ,,Komparace požární ochrany v České republice a Slovenské republice“ se zabývá organizací, činností a financováním požární ochrany jako celku, ale i dalšímu vymezení činností a financování na příkladu Hasičského záchranného sboru České republiky a Hasičského a záchranného zboru Slovenské republiky. Cílem práce je komparace organizace a financování požární ochrany v České a Slovenské republice. Teoretická část práce se zabývá ve stručném exkurzu historií požární ochrany s uvedením základního legislativního rámce a dále začleněním požární ochrany do systému veřejné ekonomiky. Součástí je i vymezení samotné organizace požární ochrany v obou státech, jenž je zabezpečována jednotlivými složkami požární ochrany. Praktická část práce je zaměřena nejprve na analýzu činností a financování požární ochrany obecně s tím, že z důvodu rozsáhlosti kompletní požární ochrany je práce zaměřena na profesionální sbory obou států. Po vzájemné komparaci organizace, činnosti a financování požární ochrany jako celku a vzájemném porovnání činnosti a financování profesionálních sborů České republiky a Slovenské republiky, jsou předloženy návrhy a doporučení pro další období.

The diploma thesis topic is ,,Comparison of the Fire Protection in the Czech Republic and the Slovak Republic“. Diploma thesis deals with the organization, activity and financing of fire protection as complex, but equally with the definition of activities and financing of the Fire rescue service of the Czech Republic and the Fire rescue service of the Slovak Republic as a model. The aim of the thesis is the comparison of organization and financing of fire protection service in Czech and Slovak Republics. Theoretical section gives brief information about the history of fire protection with basic relevant legislation and furthermore the integration of fire protection service to the public economy system. One part of theoretical section deals with definition of organization of fire protection service in both states, that is ensured by individual components of fire protection. The practical part of the thesis initially deals with the analysis of activities and financing of fire protection in general, then, because of the complexity of fire protection, the thesis is focused on the professional fire departments of both states. After reciprocal comparison of organization, activity and financing of fire protection in general and after comparison of activities and financing of professional fire services of Czech and Slovak Republics, some suggestion and recommendation are introduced for the future.
