Role komunitních plánů v rozvoji regionů v evropském kontextu

Abstract

The subject of the dissertation is to investigate the role of community plans in relation to the use of public funds under the regional policy of the Czech Republic and the European Union. A related set two separate main goals. The first aim of the dissertation is to determine whether a community plan is a tool for effective management of public finances and a tool for efficient use of public funds. The second aim of the dissertation is to determine whether a community plan is a tool for improving the socio-economic characteristics of localities / regi-ons. The two main objectives are further elaborated into three sub-goals. The theoretical basis for the development of this dissertation is a brief description of the development of theories and concepts of regional development and the chapters that relate to community planning at national and international level. In view of these theories, the concept of community planning in foreign literature on the end of the 80th years of the last century, at a time of discussion locations about based on critically realistic approaches and theories during the boom of institutional guidelines. On this theoretical background followed by an explanation of the concept of community planning, including information about the work of most cited authors and evaluation methods LEADER and CLLD used in the European Union. Part of the dissertation is devoted to met-hods of involvement of the local community in the process of community planning and community ties plan for socio-economic characteristics of the area. In order to find satisfactory answers to the research questions formulated was conducted in three selected areas of the Czech Republic, which has a local action group (LAG). These LAG implement action plans by LEADER. To find satisfactory answers to the research que-stions serve as a case study on the application of the method CLLD in the management of tourism development in the tourist area Jeseníky-východ.
