Hospodaření obecní policie

Abstract

Předmětem diplomové práce Hospodaření obecní policie je charakteristika pojetí, struktury, úkolů, kompetencí a způsob financování obecní policie, s hlavním cílem potvrdit, popř. vyvrátit hypotézu, že vhodnější je zřizovat obecní policii u větších obcí a služby obecní policie poskytovat menším obcím na základě veřejnoprávních smluv.

Práce sestává ze tří kapitol. První kapitola je zaměřena na historický vývoj obecní policie, a to od vzniku tohoto institutu na území České republiky až po jeho postavení v současnosti. Ve druhé kapitole je popsáno financování obecní policie v rámci rozpočtu zřizovatele včetně rozpočtového procesu. Ve třetí kapitole je provedena komparace vybraných obecních policií včetně stručné charakteristiky jejich zřizovatelů.

The subject of this diploma work Financial Management of the Municipal Police is characteristics of concept, structure, tasks, competence and the method of financing of the municipal police, with the main task to affirm or to confute the hypothesis that it is preferable to establish a municipal police by larger municipalities while by the smaller ones can provide services of the municipal police on the basis of public service agreements.

This work contains three chapters. The first one is focused on the historical development of a municipal police, from the creation of this institution in the region of the Czech Republic until its contemporary role. The second chapter deals with the financing of the municipal police within the budged of its organizer, including the fiscal process. The third chapter contains comparison of some selected municipal policies including the fiscal process of their organizers.
