Abstract

Recently, ensuring necessary awareness of related legislation within organisation handling liquidation of mine works is not an easy task. This state is supported by insufficient legislation of secondary raw materials issue, formal approach in certifying products, static procedures in approving mining activity and primarily by insufficient implementation of the REACH regulation in the Czech republic. The objective of this work was to provide the organisation with a complex of up-to-date information about legislation for applying waste in filling mixtures, focusing on procedure of purchasing filling mixtures through public procurements. To reach the objective, analysis of current state regarding waste use legislation, secondary raw materials use and product certification was done. I described an implementation procedure of the REACH regulation in the Czech republic as well as support of applying the legislation in energy and mining industry from the Ministry of Industry and Trade. I also defined research questions. Findings from analysis of the current legislation including their application in the industry state are reflected in the answers. The research questions as well as the answers can be found in the User of Filling Mixtures Manual which is an appendix of the thesis. Contribution of this thesis is the Manual written in order to help the organisation during liquidation of mining effects in connection to financing the mining decrease from public funds.
