Posuzování resilience vybraného kritického subjektu v kontextu blackoutu

Abstract

This master’s thesis focuses on the issue of resilience of critical entities in the context of large-scale power outages (blackouts). The introductory part of the thesis defines the theoretical framework, including key concepts, classification of blackouts, and their impacts on critical infrastructure and society, with particular emphasis on cascading and synergistic effects. The analytical part examines selected approaches and methods for assessing the resilience of critical entities, specifically the CERA, CRR, CERT-RMM, RAMCAP methods, and approaches based on ERNCIP. Based on the comparison of these methods, the CERA method is selected as the most suitable for practical application. The practical part of the thesis focuses on the assessment of resilience of a selected critical entity in the energy sector (district heating). The evaluation is based on internal documents, questionnaires, and technical infrastructure data. Resilience is assessed across four main components: resistance, robustness, recoverability, and adaptability. The thesis also includes a case study identifying key deficiencies in the preparedness of the anonymized entity for blackout scenarios. Based on these findings, a set of measures is proposed to enhance the resilience of the entity against large-scale power outages.
