Výzkum disparit v procesu revitalizace brownfields v malých obcích a městech

Abstract

Předmětem disertační práce je výzkum relevantních atributů ovlivňující, respektive podílejících se na úspěšnosti revitalizace brownfieldů především na území malých municipalit. Pojmy „regenerace brownfieldů“ a „disparity“ jsou v posledních letech velice diskutovány a byly předmětem zájmu mnoha výzkumů a projektů. Výzkumy se doposud zabývaly problematikou stanovení disparit na území obcí České republiky, malé obce nevyjímaje, avšak jejich následná aplikace byla zpravidla představena na území větších měst. Zaměření na menší obce nebo města bylo řešeno zpravidla pouze v obecné rovině. V úvodní části disertační práce je zpracován přehled teoretických poznatků v oblasti revitalizace brownfieldů včetně stručného přehledu významných projektů a revitalizací. Dále jsou přiblíženy pojmy malé město a disparitní přístup. Definice úrovně poznání sledované problematiky je podstatným krokem pro účely efektivnějšího stanovení disparit. Přístup k problematice bude hierarchický, tedy v úvodní fázi budou disparity stanoveny na základě informací o lokalitách, které byly úspěšně revitalizovány. Zjištěné disparity jsou následně sledovány na území malých obcí. Pro účely zpracování disertační práce bylo stanoveno, že malou obcí či městem je území s nejvýše 5 000 obyvateli. Pomocí vhodně zvolených statistických metod je stanoven přehled disparit a jejich vah, které podstatnou měrou ovlivňují úspěšnost revitalizace, tedy významnou částí disertační práce je stanovení hodnotícího modelu v oblasti evaluace disparit. Nedílnou součástí práce je srovnání přístupů v procesu revitalizace brownfieldů v mezinárodním měřítku. Výsledky a výstupy disertační práce budou určeny především pro širokou odbornou veřejnost a dále jako studijní pomůcka studentům středních a vysokých škol. Práce by mohla být také významnou metodickou pomůckou určenou zástupcům municipalit v rozhodovacím procesu v oblasti regenerace brownfieldů.

The theme of the dissertation is research work of relevant attributes affecting, respectively contributing to the success of a revitalization of brownfields mainly in the small municipalities. The terms "brownfields regeneration" and "disparities" were discussed a lot in recent years and became the topic of many projects and research work. The research has dealt so far with an issue of determining disparities in the municipalities of the Czech Republic, including small municipalities, but their subsequent application was usually introduced in cities. Focus on smaller municipalities and towns, was usually discussed only in general terms. In the introduction to the dissertation a summary of theoretical knowledge in the area of brownfields revitalization, including a brief summary of major projects and revitalizations are processed. Then the terms “small town” and “disparity approach” are described. A definition of the level of the knowledge of the theme is an essential step for more effective determination of disparities. An approach to the theme will be hierarchical, so that in the introduction the disparities will be determined based on the information about sites that have been revitalized successfully. For the purpose of dissertation, it was determined that a small village or town is an area with no more than 5,000 inhabitants. Using properly selected statistical methods there will be determined an overview of disparities and their weights, which significantly influence the success of revitalization. A significant part of the dissertation will be a determination of the assessing model in the disparities evaluation area. An integral part of the work will be a comparison of international approaches in the process of brownfields revitalization. The results and outputs of dissertation are mainly intended for wide professional public and as a studying aid for secondary school and university students. The work might also be an important methodological aid intended for the municipalities’ representatives in the decision-making process in the area of brownfield regeneration.
