Zajištění bezpečnosti vysokoškolských pedagogů proti útokům tzv. „šílených střelců“

Abstract

Tato bakalářská práce se zabývá analýzou rizik na Fakultě bezpečnostního inženýrství a jejich minimalizací. Úvodní část se věnuje právní úpravě v souvislosti s ochranou majetku, užíváním zbraní a také zákonem o policii České republiky. Následuje popis „šílených střelců“, typické profily těchto útočníků útoky z minulosti. Dále se práce zabývá popisem fakulty a okolí, budov a současným stavem zabezpečení. Na tuto část navazuje samotná analýza rizik, která odhaluje největší rizika. Poslední část má tyto rizika minimalizovat na únosnou mez pomocí navrhnutých opatření. Výsledkem této práce má být zvýšení bezpečnosti pedagogů této fakulty.

This bachelor thesis revolves around an analysis of risks present on the Faculty of Safety Engineering and their minimalization. The introductory part focuses on the legal aspects related to protection of the property, use of weapons and the police law. The introduction is then followed by a description of the so-called "insane shooters", typical profiles of these attackers and known cases of such shootings. The thesis then also describes the Faculty itself, its buildings and surroundings and the current state of security. This part is followed by the analysis of risks itself, revealing the most dangerous ones. The last part tries to minimize these risks to acceptable levels with the help of proposed security measures. The outcome of this thesis should be an increase in safety of the faculty staff.
