Abstract

In my dissertation work I was dealing with questions of risk evaluation of territorial units. For such evaluation it's necessary to use a method which can evaluate and subsequently compare different sorts of risks. This means to use for assesment of different kinds of risks, let us say dangerous events, the same evaluation criteria. The objective of my dissertation work was to suggest a comprehensive procedure of risk evaluation of territorial units (further only "suggested evaluation procedures"). For processing of suggested evaluation procedures I used as my initial methods [6] and [12]. Mutual combination of concepts used in these methods and subsequent completion by other new attributes generated an evaluation procedure which is able to serve as a methodical aid for territorial units and especially for their responsible workers who themselves provide or even carry out such evaluations. I applied designed evaluation procedure in evaluation of any territorial unit. I also subsequently evaluated this territorial unit by method [6] and by programme SFERA [8,9]. In case of territorial unit evaluation of extraordinary events by suggested procedure and by method [6] I have reached almost identical results. Difference was only the order of dangerous events in each class of severity from the order of dangerous events in so - called Event Categories (method of analysis of extraordinary event occurrence). Results gained by program SFERA have differed much more from the two mentioned above. Program SFERA also evaluates mutual ties between each event. This fact could have caused the differences in results of gained evaluations. I suppose that suggested evaluation procedure can serve as another possible way which can be used to evaluate risks of territorial units. It can serve as a type of methodical aid for territorial units and their employees who are responsible for carrying out or providing the evaluation itself. The suggested evaluation procedure is currently only in printed form. For the future it could be converted into electronic form. To the form of a simple computer program which would considerably simplify the whole territorial unit evaluation.Evaluation results would be available in a well - arranged form. By more perfect refinement of this programme we could accomplish its interlacing with the electronic map files in the future. Relevant information gained by evaluation could reflect in the map datas.
