Návrh optimalizace nouzového ubytování v České republice

Abstract

This bachelor's thesis focuses on the analysis and optimization of the emergency accommodation system in the Czech Republic. The aim is to identify the weaknesses of the current system and propose effective measures to ensure dignified, safe, and functional shelter for individuals affected by emergencies. The thesis differentiates between the terms temporary emergency shelter and emergency accommodation and evaluates various types of facilities suitable for crisis use in terms of practicality and cost-effectiveness. The thesis includes a questionnaire survey conducted among crisis management professionals, focusing on the management of emergency accommodation during the 2024 flood events and the Ukrainian refugee crisis. It also contains a proposal for amending Decree No. 380/2002 Coll., on the preparation and implementation of tasks related to civil protection.
