Zhodnocení organizování a financování přenesené působnosti v podmínkách vybraného krajského úřadu

Abstract

Bakalářská práce se zabývá organizováním a financováním přenesené působnosti v podmínkách vybraného krajského úřadu. Práce je rozdělena do pěti kapitol. Rozlišuje nepřímý výkon státní správy na úrovni obci a kraje. Dále popisuje tvorbu příspěvku pro jednotlivé kraje. Věnuje se úkolům a struktuře Krajského úřadu Zlínského kraje, kde je podrobněji popisován organizační řád a personální složení krajského úřadu. Zhodnocení financování přenesené působnosti v letech 2012-2016 probíhá porovnáním příspěvku Zlínského kraje vůči ostatním krajům. V práci je graficky ukázáno, jakou části kryje příspěvek platy zaměstnanců včetně zákonného pojištění a jakou částí kryje výdaje na regionální činnosti celkem. Výdaje na regionální činnost se meziročně snižovali a příspěvek na výkon státní správy se zvyšoval, bakalářská práce došla k závěru, že podíl příspěvku a výdajů se meziročně zvyšoval.

The bachelor thesis deals with the organizinig and financing of delegated powers in terms of the selected regional office. The thesis is divided into five chapters. It distinguishes the indirect operation of state administration at municipal and regional level. It also describes the creation of contributions for individual regions. Thesis deals with the tasks and structure of the Regional office of the Zlín Region, which describes in detail the organizational rules and the personnel composition of the regional office. The evaluation of the financing of the delegated powers in the years 2012-2016 is done by comparing the contribution of the Zlín Region to the other regions. The thesis shows graphically what part of the contribution cover employees' salaries, including statutory insurance, and what part cover the expenditures for regional operation in total. Expenditure on regional operation decreased year on year and the contribution to state administration operation increased, the bachelor's thesis concluded that the share of contribution and expenditures increased year on year.
