Problematika terorismu ve vybraných členských státech Evropské unie

Abstract

Diplomová práce se zabývá problematikou terorismu, který v posledních desetiletích představuje jedno z klíčových témat bezpečnostních debat na národní i mezinárodní úrovni. Cílem diplomové práce je na základě analýzy dostupných dat charakterizovat situaci v oblasti terorismu ve vybraných členských státech Evropské unie, a to konkrétně ve Francii, Rakousku a Švédsku, a porovnat jejich legislativní přístupy a reakce na vývoji teroristických hrozeb. Diplomová práce je kromě úvodu a závěru rozdělena do tří hlavních kapitol. První kapitola vymezuje základní teoretická východiska terorismu, jeho definice, typologie a hlavní charakteristiky. Druhá kapitola se zaměřuje na historický vývoj terorismu v Evropě a na protiteroristickou politiku Evropské unie. Třetí kapitola se věnuje analýze legislativního rámce boje proti terorismu a vývoji teroristických hrozeb ve Francii, Rakousku a Švédsku, včetně jejich vzájemné komparace. V rámci diplomové práce byly využity metody deskripce, analýzy a komparace. Výsledky práce přispívají k lepšímu porozumění současným trendům terorismu v Evropě a poukazují na význam prevence radikalizace, zejména v online prostředí, a na potřebu koordinovaného přístupu jednotlivých států a Evropské unie v boji proti terorismu.

The diploma thesis addresses the issue of terrorism, which has become one of the key topics of security debates at both national and international levels in recent decades. The aim of the thesis is to characterize the situation of terrorism in selected member states of the European Union - specifically France, Austria, and Sweden - based on an analysis of available data, and to compare their legislative approaches and responses to the evolving terrorist threats. In addition to the introduction and conclusion, the thesis is divided into three main chapters. The first chapter outlines the basic theoretical foundations of terrorism, including its definitions, typology, and main characteristics. The second chapter focuses on the historical development of terrorism in Europe and on the counter-terrorism policy of the European Union. The third chapter analyzes the legislative framework for combating terrorism and the development of terrorist threats in France, Austria, and Sweden, including their mutual comparison. The methods of description, analysis, and comparison are used in the thesis. The findings contribute to a better understanding of current trends in terrorism in Europe and highlight the importance of preventing radicalization, particularly in the online environment, as well as the need for a coordinated approach among individual states and the European Union in combating terrorism.
