Abstract

The subject of this doctoral thesis is the field of the e-government. This area is broad, and considering this fact, the matter is explored in terms of public administration-citizen referential relations. Furthermore, the municipality as a basic territorial self-governing unit is at the centre of attention. The aim of this dissertation is to evaluate the current developmental stage of the e-government in the Czech Republic on the basis of the analysis of implementing the e-government in this country according to the set criteria (on-line public services, communication tools of municipalities, legislation, procedures). Apart from this, it is the description of the recommendations related to the modern communication tools implementation ( based on the remote access in accordance with Act no. 365/2000 coll., related to public administration information systeme as subsequently amended). The dissertation deals with the definition of the theoretical framework of the e-government from the perspective of the individual authors and institutions. The developmental phases of the e-government are diversified on the basis of which the author carried out the assessment of the scientific findings. What is more, the analysis of the fundamental public services provided on-line, was compared both internationally and with the municipalities with the extended competence of the Moravian-Silesian region (selected services only). The primary research was conducted for the purpose of the analysis of the communication tools/methods in selected size categories of the Moravian-Silesian region. This work-based hypotheses were verified on the basis of the research outcome. Moreover, the viewpoints supporting the modern tools of the office communication with the citizen were formulated. The result of this dissertation is a systematic summary of the existing knowledge. Mapping and the analysis of the on-line public services can be considered beneficial. The same holds true for the research with the focus on the communication within the selected municipalities of the Moravian-Silesian region and the citizen, at least for the reason of the individual results application to the final suggestions and recommendations.
