Abstract

The aim of the diploma thesis „Voluntary cooperation of municipalities with a focus on selected municipalities in the Pardubice region“ is to characterize legislation of voluntary cooperation of municipalities, the reasons of cooperation and the needs of municipalities cooperation. The diploma thesis is divided into two parts – theoretical part and application part.

The theoretical part is focused on general issues of municipalities and its needs, Czech legislation and binding international acts. There are also main three forms of voluntary cooperation of municipalities described – town twinning, voluntary association of municipalities and form of cooperation in Euroregion in this part. As a part of theoretical basis there is a list of Euroregions and the list of voluntary association of municipalities in the Pardubice region.

The application part deals with voluntary cooperation of two municipalities in the Pardubice region – towns Česká Třebová and Ústí nad Orlicí. There are all mentioned forms of cooperation of these municipalities analyzed as well as the reasons to cooperate and the cooperation process itself. As a part of this analysis, the semi-structured interview with mayors of both municipalities was conducted. In conclusion, there is a recommendation for these selected municipalities presented.
