Zhodnotenie oficiálnej rozvojovej pomoci poskytnutej prostredníctvom projektov vybraných zemí Európskej únie

Abstract

Diplomová práca sa venuje oficiálnej rozvojovej pomoci vybraných zemí Európskej únie. Obsahuje teoretické východiská rozvojovej pomoci, a informuje o súvislostiach rozvojovej pomoci v kontexte Európskej únie a štátov Vyšehradskej štvorky ako členských štátov, jej inštitucionálne, legislatívne a ekonomické zabezpečenie. V analytickej časti práca hodnotí toky objemov bilaterálnej rozvojovej pomoci štátov Vyšehradskej štvorky a ich teritoriálnu a sektorovú fragmentáciu za obdobie 2014-2019 a zároveň skúma, ako tieto dva javy spolu súvisia. Jedným zo zistení diplomovej práce je, že štáty Vyšehradskej štvorky neposkytujú podiel ODA/HND v súlade s ich záväzkami vyplývajúcimi z medzinárodného konsenzu a EÚ. Prevedením teritoriálnej analýzy bolo zistené, že Slovensko, Česko a Poľsko smerujú prevažnú časť bilaterálnej pomoci do svojich priorít určených v strategických dokumentoch. Bilaterálna pomoc Maďarska sa viac sústredila na ázijské krajiny, ktoré sa v zozname ich priorít nenachádzali. Taktiež bolo zistené, že štáty Vyšehradskej štvorky sa z väčšej časti sústredia najmä na svoje sektorové priority určené v strategických dokumentoch. Analýza potvrdila, že teritoriálna a sektorová fragmentácia štátov V4 neklesá, ako by na základe odporúčaní od OECD mala. Najnižšiu teritoriálnu fragmentáciu má Poľsko a najnižšiu sektorovú Maďarsko. Pri skúmaní poskytnutých objemov bilaterálnej rozvojovej pomoci bolo zistené, že krajiny svoje objemy každým rokom navyšujú. Čo sa týka Slovenska a Maďarska, objem bilaterálnej pomoci ovplyvňuje teritoriálnu fragmentáciu v strednej miere. V prípade Česka a Poľska, išlo len o nízku závislosť teritoriálnej fragmentácie na objeme bilaterálnej pomoci.

The topic of this thesis is official development assistance of selected countries of the European Union. It contains the theoretical basis of development aid and its context in the European Union and the Visegrad countries. In the analytical part, the thesis evaluates the flows of bilateral development aid of the Visegrad countries and their territorial and sectoral fragmentation for the period 2014-2019 and also examines how these two variables are related. One of the findings is that the Visegrad countries do not provide the share of ODA / GNI in accordance with their obligations arising from the international consensus and the EU. The territorial analysis revealed that Slovakia, the Czech Republic and Poland focus the majority of their bilateral aid to their priority countries defined in the strategic documents. Hungary's bilateral assistance has focused more on Asian countries, which were not on their list of priorities. It was also found that the Visegrad countries focus mainly on their sectoral priorities identified in the strategy papers. The analysis confirmed that the territorial and sectoral fragmentation of the V4 countries is not declining as it should on the basis of the OECD recommendations. Poland has the lowest territorial fragmentation and Hungary the lowest sectoral fragmentation. By examination of the bilateral aid volumes, it was found that countries are increasing their bilateral aid every year. Another finding is, that the volume of bilateral aid affects territorial fragmentation to a medium extent in the case of Slovakia and Hungary. In the case of the Czech Republic and Poland, there was only a low dependence of territorial fragmentation on the volume of bilateral aid.
