Abstract

The thesis is focused on the organization and the economic security of substitute care in the Czech Republic. The aim of this work is based on the analysis and subsequent comparison of the costs of foster care and the functioning of the children's home to propose recommendations to rationalize the economic security of substitute care. The work is divided into four parts. The first part is theoretical and it describes the system of substitute care in the Czech Republic and its financial security. In the second part of the thesis there is the analysis of the development of foster benefits paid in Ostrava in the years 2008 to 2012 and the analysis of the development costs of running the children's home Vizina. The analyzes are evaluated and formulated recommendations to rationalize the economic security of both types of substitute care in the following section.
