Možnosti uplatnění metody PPP v prostředí statutárního města Ostravy

Abstract

V předkládané diplomové práci popisuji a analyzuji relativně novou problematiku poskytování veřejných služeb a infrastruktury, a to poskytování formou projektů PPP (Public Private Partnership). V první kapitole diplomové práce je uveden popis metody zpracování a její cíl. Druhá kapitola rozpracovává základní pojmy nutné pro pochopení dané problematiky. Je zde vymezen historický vývoj, vznik a rozvoj jednotlivých forem projektů PPP včetně legislativního a institucionálního zajištění. Jsou zde definovány typy projektů PPP, výhody a nevýhody projektů PPP, oblasti projektů PPP, ale také možná rizika. Ve třetí kapitole jsou zmiňovány realizované nebo připravované projekty PPP v ČR a v zemích EU. Čtvrtá kapitola seznamuje čtenáře se statutárním městem Ostrava, jako s jedním možným zadavatelem projektů PPP. Cílem páté kapitoly je analýza procesu realizace metody projektu PPP ve statutárním městě Ostrava s jeho jednotlivými kroky nutnými pro úspěšnou realizaci. V této kapitole jsou uvedeny také další připravované projekty PPP. V závěrečné kapitole jsou zhodnoceny výhody a nevýhody realizovaného projektu PPP ve statutárním městě Ostrava a uvedeny konkrétní možné návrhy a doporučení vedoucí ke zjednodušení zadávání projektů PPP.

In my dissertation, I describe and analyze the relatively new problematic of rendering public services and infrastructure provided in the form of PPP (Public Private Partnership) projects. This first chapter provides a description of the compilation method and its objective. The second chapter discusses the basic terminology necessary for understanding the given matter. Herein are defined the terms historic development, origin and expansion of individual forms of PPP projects, including legislative and institutional provisions. Further defined here are the types of PPP projects, the advantages and disadvantages of PPP projects, the areas of PPP projects and also the potential risks involved. The third chapter covers the implemented or prepared PPP projects in the Czech Republic and other EU Member States. The fourth chapter familiarizes the reader with the City of Ostrava as one of the potential submitters of PPP projects. The aim of the fifth chapter is to analyze the process of implementing the PPP project method in the City of Ostrava with its individual steps necessary for successful implementation. This chapter also discusses other prepared PPP projects. In the final chapter, I assess the advantages and disadvantages of the implemented PPP project in the City of Ostrava, and I state specific implementable proposals and recommendations leading to simplification of issuing PPP projects.
