Návrh postupu zadávání veřejných zakázek z pohledu zadavatele

Abstract

The diploma thesis is aimed at the proposal of the directive which should modify a competence and responsibility of authorities and employees of the municipality to the partial targets of the contracting authority in the process of the public procurement procedure according to Act No. 137/2006 Coll. dealing with public procurement. It should be written valid in meaning in order to keep the principles of transparency, equal treatment and ban on discrimination treatment. The first chapter represents an introduction into the problems of the public procurement process. The second chapter deals with the basic terms. The third chapter pays attention to the whole process of the public procurement procedure. The fourth chapter offers a proposal of the directive created for Frýdlant nad Ostravicí. The main aim is to describe the public procurement procedure from the point of view of the contracting authority and to specify the discretions and duties of municipal employees while in the public procurement process. The topic of the diploma thesis is interesting not only for public procurement being an up-to-date subject of various discussions and meetings but also there are a number of frequent updating of the act of the public procurement happening currently.
