Abstract

The diploma thesis focuses on the issue of providing assistance to the most vulnerable population groups during emergencies caused by mass infections. The aim is to analyze the current state of crisis management in the Czech Republic and assess the system’s readiness for such situations, with particular emphasis on the experience gained during the COVID-19 pandemic. The thesis identifies key weaknesses, evaluates the coordination of involved actors and the level of planning and legislative preparedness, and proposes specific systemic improvements based on the findings.
