Abstract

The submitted thesis focuses on the impact of whistleblowing and protection of whistleblowers in the Czech Republic and in selected countries of the world on corruption in public administration. Corruption has become one of the most widely used concepts in the 21st century and is considered one of the greatest problems in the world. Whistleblowing is one of the most effective tools in the fight against corruption. The Czech Republic is one of the countries in the European Union that has not yet adopted a comprehensive law to protect whistleblowers. The aim of this thesis is to evaluate the influence of the legal regulation of whistleblowing on the level of corruption in selected countries of the world. The theoretical part deals with the characteristics of the concepts of corruption and whistleblowing (together with the history of its origin), it also explains the division into internal and two external mechanisms of whistleblowing. The next chapter is devoted to the current legislation of the Czech Republic, which provides partial protection to whistleblowers. In addition, non-governmental, non-profit organizations and international organizations that promote whistleblowing and whistleblower protection by publishing, conferencing and legal protection are listed. Media play an irreplaceable role, or in some cases, can lift the whistleblower story and help investigate it, or they can also delay it. The work also focuses on four legislative proposals to protect whistleblowers that have been submitted to the government so far, but neither of them has passed the approval. Part of the work is devoted to the evaluation of legal adjustments to the impact of corruption in selected countries, respectively. comparing and analyzing legal regulations in the countries concerned. The conclusion of the thesis focuses on the position of the European Union and the current development of legislation within its member countries.
