Abstract
There has been the need to divide controlled land into smaller self-governed units already since second half of 19th century. Local population forced their right for self-government. Continually the autonomies were started on villages land. Also there was an effort to set up higher self-governed units.
Foundation of such happened neither after formation of the 1st independent Czech Republic, nor during the protectorate and nor after 1947, when also the autonomy of villages was suppressed.
The self-government on villages territories was quickly restored after year 1989 and property was returned to them. In 1997 the constitutional law was passed and higher self-governed units – regions began to exist in the year of 2000. The regions historically did not own any property, it was transferred to them from assets under control of the state. Regions are self managing the property with priority to secure public goods. For such activity they need to have revenues and follow valid legislation.
The regions as they exist today have only little identical parameters. Financial value of monitored regions increased significantly during years 2001-2009 in all categories. Simultaneously in the year of 2009 the whole indebtedness of regions increased and the structure of their property changed.
The public awareness about regions property management and their results is not good. It is now proposed to specify an obligation for regions to public material form of information about their property management.
