Abstract

Diplomová práce je zaměřena na problematiku uplatňování požadavků ochrany obyvatelstva v územním plánování a stavebním řízení. Zabývá se přehledem a popisem současné legislativy a strategických dokumentů souvisejících s touto problematikou. Podává informace o řešení těchto požadavků ve střední Evropě. Popisuje postup Hasičského záchranného sboru při vydávání stanovisek v územním plánování a stavebním řízení a přitom poukazuje na neaktuální věci ve srovnání s novým stavebním zákonem. Vymezuje stavby civilní ochrany a stavby dotčené požadavky civilní ochrany a navrhuje nové možné požadavky na tyto stavby z pohledu ochrany obyvatelstva.

The diploma paper is aimed to the application of requirements of population protection in the area of land planning and building control. It deals with summary and description of the existing legislature and strategic documents associated with this area. Information about solution to these requirements in middle Europe is handled. The diploma paper also describes the procedure how the attitudes in land planning and building control are issued by the Fire and rescue service. It calls attention to some matters that are out-of-date in comparison with the new building act. Buildings used for population protection and buildings connected with requirements of population protection are defined and possible new requirements for these buildings in terms of population protection are suggested in this diploma paper.
