Zhodnocení efektivnosti financování přenesené působnosti v podmínkách statutárního města

Abstract

The thesis is focused on the issue of effective financing of delegated powers in the conditions of chosen statutory city. The DEA (Data Envelopment Analysis) method was chosen to evaluate efficiency. The aim of the thesis is to evaluate the effectiveness of the allocation of the contribution to the role of delegated powers in the city districts of the Statutory City of Ostrava for the period of 2013-2017 according to the DEA model. 23 city districts of the Statutory City of Ostrava were rated and their efficiency was modeled by using the M1 and M2 models input and output oriented with CRS (constant range returns) and VRS (variable range returns) in the years 2016 and 2017. Two hypotheses were said to meet the target and they were not finally confirmed. Based on modeling results it could be said that higher inefficiency was achieved in the M2 model and on the other hand better results of effectiveness were achieved in the model with VRS for both models.
