Dostupnost sociálních služeb pro seniory v Moravskoslezském kraji

Abstract

The bachelor thesis deals with the issue of availability of social services for seniors in the Moravian - Silesian region. The aim of this work is to analyze and evaluate the availability of selected services used by seniors in the Moravian-Silesian region. The analysis is focused on the development in the years 2016 - 2020, when services in the Moravian-Silesian Region are compared in terms of providers, number of facilities, free capacities and unsatisfied requests, as well as according to staffing. The method used is comparative and works with the interpretation of the results. The theoretical part characterizes the basic concepts related to the research, specifically mentions the historical development, providers and conditions of social services, the rights and obligations of a social worker, the distinction between "client and customer" and, last but not least, the issue of financing. The practical part analyzes the availability of social service providers and the legal forms used. At the same time, it focuses on evaluating the availability of social facilities, their capacity and staffing. Social services are also evaluated in terms of districts and affordability. The result of the research is that local and regional authorities, churches and religious associations and civic associations are the most involved in the provision of social services, while in private providers they are involved in social policy planning only in a minority. It was also found that the most accessible social services are located in the districts of Karviná, Ostrava-město and Frýdek-Místek. In terms of bed capacity, it turned out that the number of beds decreased over the years, and on the contrary, the number of seniors increased sharply. According to affordability, residential social services have been found to be unaffordable for a large number of seniors. It also turned out that the selected social services are mainly faced with a lack of staffing.
