Abstract

Bakalářská práce se zabývá problematikou personálního řízení státní správy, konkrétně v podmínkách Úřadu práce České republiky. V teoretické části práce jsou charakterizovány pojmy „veřejná správa“ a „státní správa“ a specifikováno postavení zaměstnanců veřejné správy. Praktická část se věnuje popisu personálních činností na Úřadu práce České republiky – Kontaktním pracovišti Šumperk a komparaci personálních ukazatelů za období let 2006 – 2011. Cílem bakalářské práce je vymezit postavení a zhodnotit personální zabezpečení zaměstnanců Úřadu práce České republiky – Kontaktního pracoviště Šumperk za období let 2006 – 2011.

This bachelor thesis is engaged in the problems of the personnel management in the civil service, specifically in the conditions of the Labour office of the Czech Republic. In the theoretical part of the thesis there are characteristics of the terms “public administration” and “civil service” and the specifics of public employees status. In the practical part it is described the personnel activities in the Labour Office of the Czech Republic in the branch office in Šumperk. In this part are also compared the personnel indicators in the period 2006 – 2011. The goal of the bachelor thesis is to define public employees status and to assess the personnel provision of the Labour Office of the Czech Republic – the branch office in Šumperk in the period 2006 – 2011.
