Abstract

This Master´s thesis focuses on the comparison of the renting and selling flat prices in the ownership of the Municipal District Council Ostrava-Jih and the renting and selling flat prices of the private market. It aims to analyse, compare and asses the types of ownership in these two sectors and recommend what is the best option. Further on it introduces a set of recommendations aimed at the Municipal District Council Ostrava-Jih. The thesis is composed of three main chapters, in addition to introduction and conclusion. The first chapter explains meaning, principles, subjects and tools of the housing policy at state and local level. The following chapter defines the differences between the renting prices in the market sector and in the public sector, which is represented by the Municipal District Council. This chapter also deals with the differences in the property law related to flat renting and describes the selling procedure of the Municipal District Council Ostrava-Jih. It also touches upon the final selling price of these properties. The third and last chapter offers the evaluation and overview of the analysis. It includes the development of renting and selling prices of flats in both public and private ownership and offers set of recommendations for the Municipal District Council Ostrava-Jih.
