Abstract

The Privatization of the Municipal Housing Stock

The focus of the thesis is privatization of the municipal housing stock in the town Šumperk. The thesis deals in the theoretical part with housing policy of the states and municipal authorities, its development and the current situation in the area of applicable programs and support. Also, the relevant legislative and conception of housing policy for near future is discussed in the course of the work. Further, the state and development in the area of town housing is mentioned, and some space is give to local handling of housing stock privatization. The aim of the work is then to analyze the economical effectiveness in selling of the stock, and to verify the hypothesis, which says: “the realized transactions were not economically effective”. The verification of the hypothesis is the main focus of the practical part, where the transactions are compared with the comparable transactions realized on the open market. The findings are subsequently put into context of financial achievability of accommodation and its dependence on various means of selling. The value of possible infectivity is counted and a solution is proposed.
