Abstract

The Ph.D. thesis focuses on brownfield regeneration in the Czech Republic. Brownfields are defined as development areas, current brownfield regeneration problems are analyzed and the analysis indicates trends and possible ways forward for the progressive elimination of devastated areas in the Czech Republic. The aim of the thesis is to evaluate the process of regeneration of brownfield sites in the Czech Republic with a particular focus on regeneration funding from public sources. The requirements for starting up a systematic approach to regeneration are proposed on the basis of the evaluation process. Particular attention is given to the financial means needed to motivate the private sector to invest in the project. The first part of PhD thesis focuses on defining the issue of brownfield regeneration in the Czech Republic. The procedure of brownfield regeneration is influenced by many factors, such as economic, legislative, urban, social and ecological aspects. Next, the methods and approach to brownfield regeneration in France and the Czech Republic are compared at national, as well as local, level. Particular attention is paid to the financing options of brownfield regeneration. The practical part is covered by case studies – elaboration of the brownfield regeneration project Ostrava – Hrušov in Moravian-Silesian region and the regeneration project Lyon Confluence in the region Rhone-Alpes in France. On the basis of the theoretical part and analysis recommendations for stream-lining the regeneration procedure are put forward. The recommendations are divided into four areas: the first of these is to specify the National Brownfield Regeneration Strategy 2008, the second is the support of the funding system JESSICA, the third is the recommendation, based on the French model ZAC, presenting a proposal to improve regulation plans in Czech legislation. The fourth recommendation presents one of a number of suggestions for a sensible method of brownfield regeneration projects under Czech conditions, as the basis for more effective funding of brownfield regeneration. The Ph.D. thesis can be used as a practical working model in managing the brownfield regeneration projects, establishing the re-development project strategies, as well as their financing. The thesis can also be used for educational purposes.
