Zhodnocení finančního hospodaření vybrané skupiny obcí v oblasti odpadového hospodářství

Abstract

Tato práce je zaměřena na analýzu a zhodnocení výdajů vybrané skupiny obcí Olomouckého kraje na odpadové hospodářství v období 2015–2024. Teoretická část se věnuje vymezení veřejné správy, hospodaření obcí, rozpočtovému procesu a struktuře výdajů, přičemž podrobněji popisuje systém nakládání s komunálním odpadem a legislativní rámec této oblasti. Metodologická část vymezuje sledované období, charakterizuje vybrané obce velikostní kategorie 10 001 až 20 000 obyvatel a popisuje použité metody a datové zdroje. Praktická část je věnována analýze celkových výdajů obcí, výdajů na jednoho obyvatele, faktorů ovlivňujících rozdíly v nákladovosti a srovnání s průměrem obcí stejné velikostní kategorie v České republice. Závěrem jsou shrnuty hlavní poznatky o vývoji výdajů, efektivitě jednotlivých obecních systémů a významu relativních ukazatelů třídění.

This thesis focuses on the analysis and evaluation of waste management expenditures of selected municipalities in the Olomouc Region in the period 2015–2024. The theoretical part defines public administration, municipal budgeting, the budgetary process and the structure of expenditures, and provides a more detailed description of the municipal waste management system and its legislative framework. The methodological part defines the analysed period, characterizes the selected municipalities with 10,001 to 20,000 inhabitants, and describes the methods and data sources used. The practical part analyses the total municipal expenditures, per capita expenditures, factors influencing cost differences, and compares the results with the average of municipalities of the same size category in the Czech Republic. The conclusion summarizes the main findings on expenditure development, the efficiency of individual municipal systems, and the importance of relative sorting indicators.
