Abstract
There are groups of people called risk groups, which have large problems with employability and applicability on the labour market. They have health problems, low education, little work experiences, criminal record, small children they have no one to guard against in times of sickness, they suffer through some disabilities. In principle, they are excluded from the labor market through their age, health, history or qualification. Although they would like to work, they can not find jobs, remain long time in the labour office, and lose self-esteem, work habits, skills, but also the position in the family and in society. They tend to dependencies, loses courage and strength to his situations continue to fight. One possible solution to the long-term unemployment risk groups of people to support their applicability in the labor market by investing in their personal and educational development, ie the development of human capital. This support may take the form of a variety of educational activities carried out, for example through funding from the European Social Fund.
The first chapter of PhD thesis defines key terms associated with the issue of risk groups into the labor market, further describes the area of human capital. The second chapter examines the legislative background of the status of the risk groups into the labor market and approaches to solving their problems through an active employment policy and the system of lifelong education in the Czech Republic and the European Union. The third chapter includes an analysis of the impact of training activities on the validity of risk groups. After the initial analysis of the development of long-term unemployment in the Czech republic, by extension, in the Moravan region and Bruntal distrikt be transferred to specific educational projects implemented to support high-risk groups into the labour market in Bruntal region.
