Studie zabezpečení ochrany obyvatelstva na Bruntálsku

Abstract

Diplomová práce se zabývá studií zabezpečení ochrany obyvatelstva na území Bruntálska. Jedná se o ohrožení obyvatelstva převážně mimořádnými událostmi, a to jak přírodního také i antropogenního charakteru. V úvodní části je popsána teorie rizika a jeho numerický výpočet, pak zde nalezneme kapitolu kvalitativní analýzu mimořádných událostí, charakteristiku a rozdělení Bruntálska. V další části práce je pak vyzdvižena obec s rozšířenou působností Bruntál, která je podrobněji zkoumána v rámci ochrany obyvatelstva. Ochrana obyvatelstva je zaměřena hlavně na varování, evakuaci a nouzové zásobování. V diplomové práci nalezneme analýzu možného ohrožení mimořádnými událostmi, a také optimalizaci stávajících řešení.

This thesis addresses the study of the security and protection of the population in the Bruntal region. It involves a threat to the population, mainly emergencies, both of natural and anthropogenic character. The introduction describes the theory of risk and its numerical calculation, we can also find a chapter on a qualitative analysis of an incident, characteristics and layout of Bruntal region. The next part stresses the importance of extended public powers of Bruntal , which is examined in detail in the protection of the population. Protecting the population is focused mainly on warning, evacuation and emergency supplies. In this thesis we find the analysis of potential threats by unforeseen circumstances, as well as optimization of existing solutions.
